Elliott County Jail Mugshots Status
No official Elliott County public jail mugshot roster or recent-bookings gallery was located in the research file. The county elected-officials page lists Sheriff Ray Craft and Jailer Dustin Kelley, but it does not publish a current jail roster, a booking-photo feed, or an active county detention center gallery. Kentucky DOC materials also reference "Elliott County Jail (closed)," and the official DOC weekly jail report dated June 4, 2026 does not list Elliott County among active reporting county jail facilities.
That does not mean no booking photo exists after an Elliott County arrest. It means the photo is not verified as a county-published web gallery. A newly arrested person's booking photo may be held by the arresting agency, a receiving jail, the jailer or transport authority, or another custodian. For the custody lookup path, use Elliott County jail inmate records. If the person later enters Kentucky Department of Corrections custody, KOOL may show a DOC photo, but KOOL is a state-prison locator and not a same-day Elliott County jail roster.

Request Elliott County Booking Photos
When no photo is online, use a Kentucky Open Records Act request directed to the agency that has the record. For a county arrest, start with the sheriff or jailer and ask which office holds the booking photograph. If the person was taken to an out-of-county jail or another receiving facility, request the record from that custodian instead. Court records may show charges and hearing dates, but the court file may not contain the booking photograph.
- Confirm the person's full legal name, date of birth if known, and arrest date.
- Call the sheriff or jailer at (606) 738-5422 to identify the booking-record custodian.
- Ask whether the photo can be inspected or copied through an open-records request.
- Submit a written request with requester name, mailing address, email if used, record description, commercial-purpose statement, Kentucky residency basis, signature, and date.
- For court-related copies, contact the Elliott County Circuit Court Clerk, but do not assume the court file includes the photo.
For DOC offender photos or older DOC offender details, Kentucky Department of Corrections open records is the better path. DOC research says offender-record requests should include the person's full name plus date of birth or offender ID.
KOOL Photos for Elliott County
KOOL, the Kentucky Online Offender Lookup, is the official Kentucky DOC public lookup for sentenced state custody and some jail/location categories. It is the correct search path for Little Sandy Correctional Complex, the state prison physically located in Elliott County. It is not a substitute for calling the sheriff or jailer about a new county arrest.
DOC's KOOL FAQ says most offenders have photos, but photos are not guaranteed. It can take several days after in-processing at an institution before a photo appears. KOOL search results use a camera icon when a photo is available, and a user can click the offender name to open the full record and picture if one exists. The FAQ also says institutions update photos at least annually or when a significant appearance change occurs.

Elliott County Photo Record Fields
Because no official Elliott County current jail roster was located, do not assume public county profiles show mugshot, housing unit, booking number, bond, and charges in a fixed layout. Kentucky Mugshot Law
Kentucky law directly addresses booking photographs and inmate photographic records. KRS 61.870 defines a booking photograph and photographic record of an inmate as an image generated by law enforcement for identification when a person is booked into a detention facility, or an image of an inmate taken under KRS 196.099. That definition supports treating booking-photo access as a public-records and custodian question.
KRS 196.099 requires DOC to maintain a photographic record of each inmate committed to DOC custody, regardless of where housed, and to update that record every two years. KOOL FAQ language is more practical for users because it says photos may take several days after institutional in-processing and are updated at least annually or after significant appearance changes.

Elliott County Mugshot Limits
A public-record right does not mean every photo is online or released without review. KRS 61.872 gives Kentucky residents the right to inspect public records unless an exception applies. KRS 61.878 lists exemptions that can affect active investigations, privacy, juvenile matters, or law-enforcement-sensitive records. The agency holding the photograph must apply those rules to the request.
The same custodian rule applies to timing. KOOL photos may lag by several days after DOC in-processing. County arrest photos may not be online at all. A court docket may prove an event is scheduled but still say nothing about whether a booking photo exists or can be copied. If a new arrest is not in KOOL or VINELink, call the local sheriff or jailer and ask where the person was processed.

Mugshot Removal in Kentucky
KRS 61.8746 is the key Kentucky rule for commercial mugshot removal demands. It prohibits use of a booking photograph or inmate photograph obtained from a public agency for a commercial purpose if the image is posted in a publication or website and removal requires payment or other consideration. The statute also creates a right of action and damages. The practical point is simple: do not pay a private site to erase an image when the legal issue is really an official record or court-record question.
For an Elliott County arrest that was dismissed, amended, or later eligible for clearing, the route runs through the court record and Kentucky expungement law. KRS 431.079 defines expungement as removal or deletion of records by the court and other agencies from official state background checks. The court record, not a private gallery, controls whether an official case outcome has changed. For the court path, use Elliott County court records after arrest.
State and Federal Mugshots
Little Sandy Correctional Complex is the active detention facility physically located in Elliott County, but it is a Kentucky DOC state prison. It holds sentenced state prisoners, not the ordinary first stop for a new Elliott County arrest. A person at LSCC should be searched in KOOL. A person arrested locally but not sentenced to DOC custody may never appear as an LSCC prisoner or DOC photo.
Federal custody has a different rule in practice. It also says some offenders may have both a DOC and local jail record, so users may need to register for both records.
